ANC 2 F Alcohol Cannabis Policy Committee Meeting, October 21, 2026 @7PM EST.
Agenda Items:
Review of the placard for Kneads in the former Planta Restaurant space on P Street.
B26-0522 – Medical Cannabis Process Improvement Amendment Act of 2025 introduced by Councilmember Allen which had a hearing in July. The Committee print of the final legislation is not out yet but it is expected to be voted on by the Council before the end of December. Under the current law operators were allowed to open near daycare centers because they were licensed as child development centers. The change in the law would establish a definition for “child development facilities” so that cannot happen again.
Additionally, this legislation would permit an ANC or any person withstanding to protest on the basis of the effect of the applicant on peace, order, and quiet, which are grounds currently available in the alcohol code, and the inability of existing law or rules to prevent proximity or undue exposure to children. This change removes the gap between the two licensing schemes.
B26-0369 – Nightlife Noise Balance Amendment Act of 2025 This bill also has had its hearing and is expected to have a final vote before the end of the legislative session. The bill clarifies that the Board may limit a licensee’s hours of operation and permitted hours for and entertainment endorsement, summer garden and sidewalk café. It furthers clarifies that that investigators are not required to enter a resident’s home to substantiate a noise violation if the noise can be heard outside within 15 feet of a building where an individual resides.(See lines 37-52) Additionally it establishes a schedule of fines for noise violations and allows the Board to place restrictions on a license following subsequent violations. (lines 58-77)
B26-0648 – DC Hospitality Amendment Act of 2026 Is also likely to come before the Council for a final vote before the end of the legislative session. This has several different provisions that may be of interest to ANCs. It creates a new license category that eases the process to open a new restaurant quickly in Wards 5,7 and 8 and Downtown DC. A Pop-up license that is valid for 90 days and allows the restaurant to operate 6 am to 1 am daily weekdays and until 4 am weekends. It allows patrons of C/R, D/R and D/T licenses to remove a partially consume container from the premises if it is sealed in such a way to show if it has been tampered with a dated receipt for the container attached to the container. The bill also has various provision that apply to manufacturing of alcoholic beverages.
